According to Glenn Wheaton, retired sergeant first class, this was a secret project run in the mid-1980s by US Special Forces, primarily out of Fort Bragg. The aim was to develop soldiers to a higher level of operational perception and combat effectiveness, through an extreme training program.
Extensive use was made of Kung-Fu instruction from internationally recognised Kung-Fu Master [http://www.worldkungfu.com/Master.html Guy Savelli], to improve mental focus, and improve one-on-one combat. Levels of perception targeted for development, included the following

*The ability to walk into a room, and be instantly be aware of every surrounding detail.
*Enhanced intuition, sensing the possible intentions or positions of an enemy.
*Invisibility, or the ability to move around in a stealthy manner without being noticed.
*Influencing other biological forms with the intent of your mind.

Various experiments were purportedly conducted at Goat Lab, a surgical training center for Special Forces troops. Goats are shot in the leg with a bolt gun in a sound proofed room. They are then taken to an operating theatre, anaesthetized, and special forces troops given the chance to dress the wound and nurse the goat back to health. Some people object to this treatment of goats.

Little else is known about Project Jedi at this time, pending further declassification of Special Forces documentation.

"Project Jedi" was brought back into play after post 9/11 bringing Seargant Glenn Wheaton, Peter Brusso, and Majour General Albert Subblebine out of retirement and back into the military. Guy Savelli was also contacted once again to show troops how to kill a goat just by looking at it and making it's heart stop. Guy Savelli was brought into play not becuase of Kung Fu, but becuase he practiced "Kun Tao", which is another form of martial arts, but possesses an paranormal sense to it's art. This only came into play becuase of Channon's Frist Earth Battalion manual, after making it becuase of his horrific nightmares of Vietnam as well as his peers suffering. The government wanted Channon to teach his manual, but refused becuase he knew it was something that would most likely never happen. Channon's First Earth Battalioni Manual was made to use nonlethal weapons in the art of war. If you would like to refer more to this matter of what he was talking about, you can read the book "Nonlethal Weapons: Terms and References".

Now when Guy Savelli first killed a goat at Fort Bragg with just looking at it, supposedly it came with side effects that was not well for the brain, which could cause long term damage. After the project got started, it went into "retirement". Only after 9/11 did the government bring back Project Jedi, and got a hold of Savelli once again. During the phase where Project Jedi was down, Savelli still practiced on animals by killing them with just looking at them, thus therefore he was back at Fort Bragg teaching special ops.

Now, a subject matter of some special ops, they try to train themselves to walk through walls, although this is paranormal matter, it can be done when you can really believe that it does not exist. I know it sounds Matrix, but if your brain is full maximized, and you can tell it, the walls are just atoms, your body is just atoms, thus therefore you should be able to walk through the wall. No one has sucessfuly done this as of my own knowledge, but it is still being practiced. The real information would be to try and get a hold of "Channon's First Earth Battalian Manual", which is supposedly 128 pages long. Also for further investigation, you should read the "Nonlethal Weapons:Terms and References", and also read up on the martial arts, "Kun Tao", rarely practiced, but mastered by Guy Savelli, who last time resided in Ohio.

Most of this information was gathered online, and believe it or not, Playboy, in May's 2005 issue. Trhe only real way to further your own information on this is to search for it yourself in old newspapers dated back in the 80's and get more information on the military people I have mentioned above. Only one can obtain such knowledge by researching it themselves, not gathering all from just one summary.
