The Romanian Moderate Party (ro, RMP; hu), also called the Romanian National Moderate Party (ro) was a political party representing ethnic Romanians in the Kingdom of Hungary during the Austro-Hungarian Dual Monarchy. Founded in March 1884 in Budapest, the party served as the formal political vehicle of "governmental activism" (ro), a current that advocated direct participation in Hungarian parliamentary politics, cooperation with the governing Hungarian Liberal Party, and adherence to the constitutional framework established by the Austro-Hungarian Compromise of 1867.

Led by prominent figures such as the Orthodox Metropolitan of Nagyszeben (Sibiu), Miron Romanul, and the jurist Iosif Gall, the RMP sought an alternative to the political passivism and autonomist claims championed by the mainstream Romanian National Party (RNP). Although the party officially dissolved at the executive level in 1885 due to legal constraints and shifting government priorities, the "moderate project" endured for over three decades, witnessing major revival attempts in 1896, 1900, and between 1907 and 1910 under lawyer Emil Babeș.

Background
Following the Austro-Hungarian Compromise of 1867, the Romanian national movement in the lands of the Hungarian Crown divided into two tactical doctrines regarding the new dualist state:
* Passivism: Predominant among Romanian leaders in historical Transylvania, who boycotted parliamentary elections to the Budapest Diet to contest the unconstitutional union of Transylvania with Hungary and demand the restoration of Transylvanian autonomy.
* Activism: Supported primarily in the Banat, Crișana, and Maramureș, advocating active participation in parliamentary elections to defend Romanian linguistic, cultural, and church interests from within state institutions.

When the unified Romanian National Party (RNP) was established at the National Conference of Nagyszeben (Sibiu) in 1881, it adopted a hybrid platform that retained electoral passivism in Transylvania while tolerating activism in the Banat and Hungary proper, alongside an explicit demand for Transylvania's historical autonomy.

This program alienated conservative and clerical Romanian elites. The higher clergy of the Romanian national churches - both Eastern Orthodox and Greek Catholic - depended financially on subsidies from the central government in Budapest. Recognizing this leverage, Prime Minister Kálmán Tisza and his governing Liberal Party sought an electoral alliance with moderate Romanian leaders to secure constituencies dominated by national minorities. Shortly after the 1881 conference, Metropolitan Miron Romanul publicly voiced disagreement with the RNP's tactics, arguing that continued passivism and demands for autonomy marginalized the Romanian community and calling for a constitutional, moderate activist realignment.

Establishment
The Budapest Conference (March 1884)
In the spring of 1884, Romanian members of parliament convened an electoral conference in Budapest, inviting enfranchised Romanian intelligentsia who adhered to a moderate, constitutional platform. The preparatory gathering took place on 2/14 and 3/15 March 1884 in the assembly hall of the "Hunter's Horn" Hotel (hu) in Budapest.

The conference gathered approximately 50 delegates from the Romanian intelligentsia and governmental-activist circles across the Kingdom of Hungary. Metropolitan Miron Romanul was elected president of the conference, while parliamentary deputy George Szerb and Corneliu Diaconovici, the editor of the moderate newspaper Viitoriul, were appointed secretaries.

The keynote address was delivered by jurist and member of parliament Iosif Gall, who delivered a comprehensive critique of the RNP's 1881 Nagyszeben program:
* Acceptance of Dualism: Gall argued that the RNP leadership had overestimated the political power of the Romanian nation in Hungary and ignored geopolitical realities. He asserted that overturning the 1867 Compromise was impossible and warned that dismantling the dualist architecture would likely lead to rigid administrative centralization, which would be far more detrimental to Romanians.
* Abandonment of Autonomy: He deemed the restoration of Transylvanian autonomy politically unfeasible, noting that Hungarian political elites considered the union of Transylvania with Hungary non-negotiable. Persisting with the demand, Gall maintained, would permanently prevent Romanian collaboration with the government and block state support for Romanian cultural and economic development.
* Opposition to Universal Suffrage: Addressing electoral reform, Gall voiced caution against broadening voting rights prematurely, invoking the example of contemporary France to claim that universal suffrage had resulted in political anarchy and crisis.

Following the address, a drafting committee comprising Iosif Gall, Demetriu Bonciu, Ludovic Ciato, Sigismund Catoca, and Lazăr Ionescu was appointed to formulate the party's program.

The Six-Point Program
On 3/15 March 1884, Iosif Gall presented the political program of the Romanian Moderate Party, which was unanimously adopted by the conference delegates. The program contained six foundational points:
# Constitutional Legality: Conducting political activity strictly within the framework of the state constitution and existing laws, and participating actively in elections to the Diet across all Romanian-inhabited territories.
# Enforcement of the Nationality Law: Working toward the conscientious execution of the 1868 Hungarian Nationalities Law across all administrative branches, specifically the official use of the Romanian language in local administration, the hiring of Romanian intelligentsia in state offices, and the establishment of Romanian cultural institutions.
# Electoral Harmonization: Extending the provisions of the Hungarian Electoral Law to Transylvania, where restrictive property and tax qualifications severely limited Romanian voter rolls.
# Confessional Autonomy: Securing equal rights for all recognized religious denominations, guaranteeing their freedom to independently manage their religious, educational, and foundational affairs.
# Alliance with the Liberal Party: Further developing the Hungarian constitution in a liberal direction based on the principles of liberty, fraternity, and equality, and formally aligning the party with the governing Hungarian Liberal Party.
# Central Executive Organization: Establishing an elected central committee in Budapest to organize electoral activity and ensure that parliamentary candidates adhered to the moderate liberal program.

Party Organization and Organs
The conference established an executive Central Committee seated in Budapest. Its founding members included:
* Budapest: Iosif Gall, George Szerb, Dimitrie Ionescu, Cornel Diaconovici
* Arad: Demetriu Bonciu
* Blaj: Ludovic Ciato
* Lugoj: Leontin Simonescu

The party designated the newspaper Viitoriul (The Future) as its official press organ. Founded in Budapest in late 1883, the paper had been established precisely to propagate governmental activist ideas among the Romanian population.

Reception and Controversy
The establishment of the party generated sharp division within the Romanian public and the broader political landscape of the Austro-Hungarian Empire.

Debates on National Solidarity
During the March 1884 conference, internal concerns surfaced regarding the fragmentation of the Romanian national movement. Delegate Ludovic Ciato raised the issue of political solidarity, noting that Romanian voters in Transylvania had embraced passivism out of frustration with systemic electoral disadvantages after 1867. Ciato argued that breaking away from this consensus could only be justified if the Hungarian government provided ironclad guarantees for Romanian candidates. In response, Gall pledged that if the governing party failed to display benevolence and reciprocity, the moderates would terminate their activity entirely.

Reaction of the Romanian National Press
The mainstream national press across Transylvania and Hungary launched a fierce campaign against the RMP. Newspapers including Gazeta Transilvaniei and Observatoriul in Brassó (Brașov), Tribuna in Sibiu, and Luminatoriul in Temesvár (Timișoara) condemned the Budapest conference, the program, and Metropolitan Romanul's participation.

The moderates were labeled opportunists and instruments of the Budapest government. Gazeta Transilvaniei characterized the conference as a theatrical piece choreographed by Prime Minister Kálmán Tisza to divide the Romanian minority and project a false impression of Romanian compliance to European public opinion.

Church and Hungarian Support
In contrast, the official periodical of the Orthodox Metropolitanate of Sibiu, Telegraful Român, adopted a measured defense of the moderates. While acknowledging the controversy, its editorial stance appealed for rational, objective political criticism, rejected accusations of treason, and emphasized that political pragmatism was necessary to secure tangible legislative gains.

The Hungarian- and German-language (Saxon) press across Hungary and the governing Liberal Party welcomed the moderates' decision to abandon passivism. Furthermore, the moderate platform was favored in the Kingdom of Romania, where the governing National Liberal administration of Ion C. Brătianu had entered the secret Triple Alliance with Austria-Hungary in 1883 and favored Romanian-Hungarian reconciliation to counter shared regional threats.

1884 Elections and Dissolution
Following calls published in Viitoriul, local moderate clubs and electoral conferences formed across Romanian-populated counties. The most substantial gathering occurred on 12/24 March 1884 in Temesvár, where more than 600 participants met to endorse the moderate platform.

In the parliamentary elections of June 1884, Romanian governmental activists achieved significant electoral representation. A total of nine Romanian activist deputies were elected to the Budapest Parliament:
* 5 deputies belonging to the moderate wing;
* 2 deputies representing the national orientation;
* 2 deputies representing the pro-Magyarization camp.

Six of these nine deputies formally subscribed to the program of the Romanian Moderate Party.

Despite this success, the party rapidly disintegrated between late 1884 and 1885. Once Prime Minister Kálmán Tisza secured a solid parliamentary majority, the government no longer prioritized cultivating a distinct national minority party and gradually ceased its organizational backing. Another reason was the fact that moderate Romanian candidates were frequently fielded directly on the official lists of the Hungarian Liberal Party rather than under an autonomous party label. This tactic alienated key members of the activist camp; figures such as Ioan Pușcariu and secretary Cornel Diaconovici renounced their adherence to the group. Under contemporary Hungarian law, political parties were prohibited from maintaining permanent party organizations or holding public political meetings outside of official election cycles. Party life was legally restricted to parliamentary clubs in the Diet.

As a consequence of these pressures, the central executive leadership underwent voluntary self-dissolution in 1885, reducing moderate activity to informal local networks and parliamentary lobbying.

Revival Attempts
Although the institutional party structure collapsed in 1885, the ideological project of governmental activism was revived during subsequent political crises.

The 1896 Attempt (Iosif Gall and Bánffy)
Iosif Gall, who was appointed a member of the House of Magnates (the upper house of the Hungarian Diet) in 1887, spearheaded an attempt to re-establish the moderate party during the parliamentary elections of 1896.

The political context appeared favorable:
* The Romanian National Party had been banned in 1894 by Hungarian authorities following the Transylvanian Memorandum trial, leaving the national movement disorganized.
* Prime Minister Dezső Bánffy required a stable parliamentary majority to execute his legislative agenda and sought electoral support from the national minorities.

Gall published a manifesto in Telegraful Român urging Romanian voters to abandon fifteen years of sterile passivism, which he argued had marginalized the Romanian community and caused them to be viewed as "enemies of the constitution." Gall pointed to historical legislative successes achieved through Romanian parliamentary participation between 1867 and 1881—such as the Nationalities Law of 1868, the statutory autonomy of the Romanian Orthodox Church separating it from the Serbian hierarchy, and state recognition of confessional schools—as proof of activism's utility. Contending that Hungarian opposition parties were uniformly chauvinistic, Gall insisted that working alongside the governing Liberal Party was the only realistic option. Although Gall's manifesto facilitated the election of several Romanian governmental deputies, it failed to lead to a permanent institutional party.

The 1900 Negotiations (Iosif Gall and Kálmán Széll)
A second revival initiative took place in the autumn of 1900, ahead of the parliamentary elections scheduled for 1901. Prime Minister Kálmán Széll, seeking to stabilize his majority without resorting to the electoral corruption and heavy administrative interference characteristic of previous governments, engaged in secret negotiations with Gall to run moderate Romanian candidates with official government endorsement.

The negotiations broke down over the allocation of parliamentary seats:
* Széll initially proposed 10 safe mandates for moderate Romanian candidates, later increasing the offer to 12.
* Gall demanded 20 guaranteed seats, representing approximately 5% of the total seats in the Budapest Parliament.

Before an agreement could be concluded, reports of the secret talks were leaked to the Hungarian press. Facing accusations from opposition parties that he was offering unwarranted concessions to national minorities, Széll terminated the negotiations, and both parties publicly denied the discussions.

The 1907–1910 Movement (Emil Babeș)
The most comprehensive attempt to resurrect a moderate Romanian formation occurred between 1907 and 1910, led by lawyer Emil Babeș (the son of veteran politician Vincențiu Babeș and brother of bacteriologist Victor Babeș).

This project arose during the severe Hungarian constitutional crisis of 1905–1906, in which the victory of the nationalist Hungarian coalition led by the Party of Independence and '48 triggered an institutional stalemate with King Franz Joseph I. To counter the uncooperative Hungarian opposition, imperial and royal circles explored electoral partnerships with national minorities.

Beginning in late 1907, Babeș published a series of analytical articles in Telegraful Român, criticizing the RNP leadership for maintaining an intransigent opposition that yielded no practical benefits for ordinary voters. Babeș secured the backing of several prominent Hungarian liberal politicians who favored minority reconciliation, including Lajos Mocsáry, Count József Majláth, and Géza Polónyi.

Ahead of the 1910 parliamentary elections, István Tisza founded the National Party of Work and publicly called for improved Hungarian-Romanian relations. While Babeș welcomed the overture, he insisted that Romanians must receive formal, statutory guarantees against aggressive Magyarization in administration, education, and church affairs, explicitly recalling how Iosif Gall's earlier trust in unwritten government promises had failed.

Unlike Gall, Babeș paired his moderate activism with radical democratic reforms:
* Electoral Reform: Demanding universal, equal, and secret suffrage.
* Redistricting: Proposing a complete redrawing of electoral districts to end gerrymandering and reflect the true demographic strength of national minorities.
* Opposition to Federalism: Babeș rejected the federalist restructuring proposals promoted by certain RNP intellectuals and the circle around heir-apparent Archduke Franz Ferdinand of Austria, characterizing federal division by nationality in Hungary as impractical and contrary to historical constitutional tradition.

Despite attracting support among sections of the rural intelligentsia, Babeș's initiative faced intense pressure and a hostile press campaign from the Romanian National Party. Recognizing the depth of public resistance within the Romanian community, Babeș withdrew his project prior to the 1910 elections. Although aspects of his moderate activist doctrine were subsequently adopted by church figures such as Vasile Mangra, the Romanian Moderate Party was never reconstituted.

Ideology
The ideological identity of the Romanian Moderate Party rested on three foundational pillars:
* Pragmatic Constitutionalism: The party operated on the premise that the Austro-Hungarian dualist system and the Hungarian constitution were permanent political realities. It viewed confrontation with the state as self-destructive and argued that the welfare of Romanians could only be secured through legal participation within the system.
* Governmental Activism: Unlike the Romanian National Party, which positioned itself as a permanent oppositional or passive force, the RMP operated as an affiliate of the governing Hungarian party. It maintained that Hungarian opposition factions were more chauvinistic than the ruling cabinets, making cooperation with the government the only functional avenue for minority advancement.
* Civic and Confessional Rights over Autonomy: Rejecting territorial autonomy for Transylvania, the party focused on individual, linguistic, and confessional rights under the 1868 Nationalities Law. It prioritized the institutional independence of the Orthodox and Greek Catholic churches and the preservation of Romanian-language confessional schools.

Legacy
The Romanian Moderate Party and its subsequent revival initiatives represented a continuous current of moderate political thought that spanned more than three decades in dualist Hungary. Although consistently attacked by the Romanian National Party as accommodationist, the movement highlighted the ideological and tactical pluralism of the Romanian minority during the late 19th and early 20th centuries, reflecting the persistent tension between uncompromising national opposition and pragmatic state cooperation.
