Formats an hour angle expressed in hours, minutes and seconds, and in decimal degrees.

So Template:Tlc displays as 12^h 29^m6.7 (Template:HMS2Deg°)
and Template:Tlc displays as 12^h 29^m (Template:HMS2Deg°)

Note that the third parameter, seconds, is optional.
The optional fourth parameter, p, sets number of decimals to display (defaults to 5).
