Dynamic documents

A dynamic document is an idea for a system where a document is created collaboratively. Changes are voted upon. There would be a setting where by thresholds could be utilized to view the document. Collaborators could vote on changes. They could give an up vote or a down vote.

There could be a setting to view all changes. It would look as if anyone could edit the document. There could be a setting to view a document with only changes that have received x number of up votes. There could be a setting to display the document with at least x number up up votes and no more than x number of down votes.

Does this make sense? Could you build something like this?
