According to Glenn Wheaton, retired sergeant first class, this was a secret project run in the mid-1980s by US Special Forces, primarily out of Fort Bragg. The aim was to create super soldiers, with super powers. It was not related to Project Stargate, run by General Stubblebein.

Level one was the ability to walk into a room, and be instantly be aware of every surrounding detail.
Level two was invisibility, although this was later dropped to the ability to move around without being seen.
Level three, was the ability to influence other biological forms, just with the power of your mind.

Level three experiments were conducted at Goat Lab, which remains to this day top secret. Most of the soldiers who live and work within the Fort Bragg complex remain unaware of its existence. Unless specifically briefed, you would tend to assume the rickety clapboard hospital buildings dating from the second world war are derelict.

Goat lab has its origins as a surgical training center for Special Forces troops. The goats are shot in the leg with a bolt gun a soundproofed room. They are then taken to an operating theatre, anaesthetized, and special forces troops given the chance to dress the wound and nurse the goat back to health.

With access to a supply of experimental subjects, reportedly Michael Ichanis got to the point where he could stop the heart of a goat with the force of intent of his mind alone. However, in the process, he reportedly damaged his own heart.

Little else is known about Project Jedi at this time, pending further declassification of Special Forces documentation.
